The SAAL (Serviço de Apoio Ambulatório Local) was a revolutionary housing program in Portugal (1974-1976), launched after the Carnation Revolution. It aimed to address urgent housing needs by involving local communities, architects, and the government in a participatory design and construction process. SAAL symbolized a new democratic approach to urban planning, giving power to residents and fostering socially driven architecture.
